The Illinois Department of Transportation created the 450-hour program to prepare people to work in construction and to increase the number of minorities, women and disadvantaged persons working on IDOT projects. With four women graduating, this class had the most female students since the program began at Black Hawk College in 2014.
There is no cost to participants who are selected for the program. Students in the fall class will receive a stipend of $15 per hour.
The Black Hawk College program has the second-highest placement rate of the 14 HCCTP programs in Illinois. Of the last 38 BHC graduates, 71 percent have become apprentices. Hinton joined the Heat and Frost Insulators Local #81 after completing his 10th week of training.
