Biography

Chief Shawn Cisna began his law enforcement career in 1994 with the Henderson County Sheriff’s Department. He joined the Black Hawk College Police Department in 2000 and has served as chief since 2012. With more than 16 years of command-level experience, he is committed to campus safety, team leadership and community-focused policing.

Chief Cisna earned an associate degree from Black Hawk College, a bachelor’s in general studies and a master’s in law enforcement and justice administration from Western Illinois University. He also completed the School of Police Staff and Command at Northwestern University.

In addition to leading the college police department, he teaches as an adjunct instructor at Carl Sandburg College and Western Illinois University. He is a member of the Illinois Police Chiefs Association, Illinois Campus Law Enforcement Administrators and the International Association of Chiefs of Police.
