Crime Report

Annual Safety and Security Information Report
This information is being provided to you as part of Black Hawk College’s commitment to safety and security on campus and is in compliance with the Crime Awareness and Campus Security Act of 1990.

Black Hawk College (Community College District #503) is an institution of higher education with two major campuses. The Quad-Cities Campus is located in the city of Moline in Rock Island County and the East Campus is located five miles south of Kewanee in Henry County. In addition, the college also operates a Community Education Center in downtown Kewanee, Ill., an Outreach Center in East Moline, Ill.; the Adult Learning Center in Rock Island, Ill.; and has offices at the state-owned Illinois workNet Center in Moline, Ill.

More than 5,000 students are enrolled in classes and programs at Black Hawk College. Approximately 500 people are employed by the college to serve the student needs.

Reporting of Criminal Actions or Emergencies »

Reporting of Criminal Actions or Emergencies
The BHC Police Department is the unit or department responsible for law enforcement, security and emergency response at Black Hawk College. The office of the BHC Police Department is located in Building 3, Room 315 at the Quad-Cities Campus. The department is staffed by trained, professional peace officers.

  • To report a crime or an emergency, members of the campus community should call ext. 5911 or 5913. After 11 p.m. they should call 911 for emergencies.
  • The BHC Police Department maintains direct two-way radio contact with the Moline Police Department, the Rock Island County Sheriff’s Department, the Henry County Sheriff’s Department, and the Illinois State Police. In addition, radio contact can be established quickly with the area fire departments and paramedics. Assistance and support from all of these departments can be obtained immediately.
  • The BHC Police Department phone number is listed in the college directory, and is listed on various bulletin boards on campus. All incidents reported to the BHC Police Department are investigated, even in those instances when no criminal activity is detected or criminal prosecution anticipated. Situations that pose security threats are dealt with as quickly as possible.


Access to Campus Facilities »

Access to Campus Facilities
Most campus buildings and facilities are accessible to members of the campus community, as well as guests and visitors, during normal business hours, Monday through Friday. The college is also open during designated hours on weekends. A schedule of college holidays is printed in the annual catalog.

  • After business hours, cameras monitor the main exterior doors of the buildings at the Quad-Cities Campus.
  • If the college facilities are closed, access can only be gained with permission of the administrator responsible for that facility.

Maintenance and Security of Campus Facilities
The college maintains a very strong commitment to campus safety and security. Exterior lighting is an important part of this commitment. Motor vehicle parking lots, pedestrian walkways, and building exteriors are well lighted at night. BHC police officers, on a regular basis, conduct formal surveys of the exterior lights of each facility. Members of the campus community are encouraged to report any exterior lighting deficiencies to the department as soon as possible.

  • BHC police officers conduct frequent inspections of every exterior door at all campus facilities. The purpose of this check is to make sure that the locks and hardware on the doors are working properly. Exterior doors are locked and secured each evening by college employees and malfunctions are reported as they are discovered.
  • Shrubbery, trees and other vegetation on college property are trimmed on a regular basis. Trees are routinely trimmed so that the branches are no less than 6 feet from the ground. Shrubbery is trimmed to prevent the creation of hiding places.
  • The main entrance doorways to Quad-Cities Campus buildings are surveyed by closed circuit TV cameras.
  • Parking lots and all campus roads are routinely patrolled by college police officers and officers of departments having concurrent jurisdiction.

Law Enforcement Authority and Interagency Relationships
The officers of the BHC Police Department receive their authority from the Illinois Compiled Statutes, Chapter 110, Section 805, Paragraph 3-42.1, as passed by the Illinois General Assembly.

  • BHC police officers are peace officers with full law enforcement authority on any property owned or controlled by the college, or in such cases as needed to protect the interests of the college. This authority includes streets contiguous to and running through college properties.
  • Officers of the BHC Police Department are trained in the same manner as all other police officers in the State of Illinois. The department is also a member of the regional training center and the officers all receive additional training each year.
  • The BHC Police Department maintains a very close working relationship with the area police agencies at the local, county, state, and federal levels. Regular meetings are held with all of these agencies on both a formal and an informal basis and the department submits data to the state via the “Uniform Crime Reporting Program” administered by the Illinois State Police. Information and reports are routinely exchanged with the area departments.

Security Awareness and Crime Prevention Programs
Black Hawk College is a member of the Moline area Neighborhood Watch program. The BHC Police Department publishes periodic memo’s that bring all employees up to date on current security trends and concerns on campus.

A campus Crime Stoppers Program is administered through the department in conjunction with the Moline area Crime Stoppers. In addition, the BHC Police Department works with the campus newspaper (The Chieftain) to keep students and staff informed of any potential security and safety risks.

The BHC Police Department has a supply of brochures and guidebooks concerning all aspects of people and property protection and crime prevention available at the office.

Off-campus organizations associated or affiliated with Black Hawk College are monitored by the college and the local authorities having jurisdiction. The college, through the BHC Police Department, maintains close working relationships with these agencies and shares two-way information on a continual basis.


Controlled Substances »

Controlled Substances
The possession, sale, or use of any alcoholic beverage or illegal drug on property owned or controlled by Black Hawk College is prohibited. The college cooperates fully with area law enforcement agencies in the suppression of this type of activity through its support of investigations intended to apprehend violators of drug laws. Although state laws may allow alcohol possession in some instances, college policy prohibits the possession or use of alcohol on college property unless it is to further legitimate college purposes and then only under certain restrictions.

The college also works with area substance abuse councils and service provider agencies to get assistance to employees and students who have problems in that regard. The college is in compliance with the Drug Free Schools and Communities Amendments of 1989. A copy of the college policy is available upon request.


Sexual Assault Prevention »

Sexual Assault Prevention
The BHC Police Department offers educational programs dealing with sexual assault prevention upon request.

Any attempted or actual incidents of sexual assault of any nature should be reported to the BHC Police Office immediately. The department works very closely with area social service providers to meet the physical, emotional and mental health needs of sexual assault victims. The department also works closely with the professional counselors at BHC to assist those in need.

All reported violations of Illinois laws are diligently investigated and the perpetrators are prosecuted to the fullest extent of the law. It is the policy of the department to maintain the strictest standards of victim and witness confidentiality.

Sexual Harassment in Employment
Harassment on the basis of sex in employment is a violation of Section 703 of Title VII of the Civil Rights Act of 1964. Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitutes sexual harassment when:

  1. Submission to such conduct is made either explicitly or implicitly a term or condition of an individual’s employment;
  2. Submission to or rejection of such conduct by an individual is used as the basis for employment decisions affecting such individuals; or
  3. Such conduct has the purpose or effect or unreasonably interfering with an individual’s work performance or creating an intimidating, hostile, or offensive working environment.

Sexual Harassment in an Educational Environment
“Sexual Harassment in Higher Education” means any unwelcome sexual advances or requests for sexual favors made by a higher education representative toward a student, when such conduct has the purpose of substantially interfering with the student’s educational performance or creating an intimidating, hostile or offensive educational environment; or when the higher education representative either explicitly or implicitly makes the student’s submission to such conduct a term or condition of, or uses the student’s submission to or rejection of such conduct as a basis for determining:

  1. Whether the student will be admitted to an institution of Higher Education;
  2. The educational performance required or expected of the student;
  3. The attendance or assignment requirements applicable to the student;
  4. To what courses, fields of study or programs, including honors and graduate programs, the student will be admitted;
  5. What placement or course proficiency requirements are applicable to the student;
  6. The quality of instruction the student will receive;
  7. What tuition or fee requirements are applicable to the student;
  8. What scholarship opportunities are available to the student;
  9. What extracurricular teams the student will be a member of or in what extracurricular competitions the student will participate;
  10. Any grade the student will receive in any course or program of instruction in which the student is enrolled;
  11. The progress of the student toward successful completion of or graduation from any course or program or instruction in which the student is enrolled; or
  12. What degree, if any, the student will receive.


Anti-Harassment Policy Statement »

Anti-Harassment Policy Statement
It is the policy of the Black Hawk College Board of Trustees to maintain a college environment free from all forms of harassment, intimidation and insults based on race, sex, marital status, parenthood, national origin or religion. All reported incidents of such actions will be promptly and thoroughly investigated and appropriate corrective action will be taken by the administration.

  • Any employee of the college, who engages in any action or conduct constituting harassment, intimidation or insults, will be subject to appropriate disciplinary action up to and including termination.
  • Any employee who feels that he or she is being subjected to harassment, intimidation, or insults based on race, sex, marital status, parenthood, national origin or religion is urged to contact his or her supervisor, department head, or the affirmative action officer as described in the grievance procedure in the handbook.
  • Any student who feels that he or she is being subjected to harassment, intimidation, or insults based on race, sex, marital status, parenthood, national origin or religion is urged to contact the BHC Police Department or the Affirmative Action Officer as described in the grievance procedure in the Student Handbook.


This report, with the appropriate updates, will be distributed annually by the BHC Police Department in compliance with the federal legislation commonly referred to as the “Campus Security Act.”

Copies of this report will be made available to all college employees and students. All applicants for enrollment or employment will be given a copy of this report upon request.
