Joel Youngs has a bachelor’s degree in business from Augustana College and in mathematics, and a master’s degree from Western Illinois University. He owned and operated his own insurance business for eight years. The process of starting a business from ground zero and concluding with a successful exit strategy is exactly the type of information that Illinois Small Business Development Center clients are seeking.

In addition, Joel has six years of banking experience in the Quad Cities and five years as a consultant with MidAmerican Energy, which helps when advising small business owners about lender presentations and business decisions.

Paul Nagovan II

Paul Nagovan II is the CEO/President of Nagovan and Stieger Consulting. He has 22 years experience working with the business community assisting with tax consulting issues. He is a small business counselor specializing in financial forecasting for the Illinois Small Business Development Center at Black Hawk College. He has experience in finding resources needed to fund small business start-ups and small business expansions.

Paul is certified as an Enrolled Agent with the Federal Internal Revenue Service and has passed the Iowa Accounting Certification Exam.

Mary Johnson joined the SBDC team in 2000 to assure the smooth operation of the Center. She completes the detailed SBDC office tasks and interacts with the clients to compile the formal business plan. Mary has an Associate of Applied Science degree from Black Hawk College.
