Take care of all of your financial obligations by the end of each semester. Your financial obligations may include, but are not limited to: tuition and fees, late fees, parking fines and college store charges.
Past due accounts
If you have a balance due, a hold will be placed on your account. You will be unable to do the following:
- Enroll in classes
- Receive your transcripts
- Review grade reports
- Receive diploma or certificate
Accounts with past due balances will also be subject to an external collection agency, Enterprise Recovery Systems, Inc. (ERS). If your account is sent to ERS, you will also be responsible for payment of collection and attorney fees.
Beginning in 2014, the college also participates in the “Local Debt Recovery Program” through the State of Illinois . Under LDRP, any state payments (i.e. state tax refunds) that are payable to the student may be offset and paid directly to Black Hawk College to satisfy past due balances. You will be notified by the State of Illinois when an offset has taken place. Contact the Bursars Office at 309-796-5336 if you have questions regarding an offset.
Checks that are written for payment cannot be written for more than the amount due with the intention of receiving cash back.
Black Hawk College will not accept post-dated checks for any reason.
If you have a payment that is returned or denied for any reason, you will be sent a notification informing you of the amount due. Also, a returned check charge of $30 will be applied to your account. If you have a check payment that has been returned, your payments must now be made by cash, credit/debit card, money order or cashier’s check. Also, we will be unable to accept your check or another party’s personal check to pay the returned check and fees incurred.
Enrollment canceled due to non-payment
If your payment is not made by the payment due date, you may be dropped from your classes. Note: Exceptions will be subject to the Refund Appeal process. You may re-register for these classes (if they are still available), but payment in full is due at the time you re-register.
Important note for financial aid recipients
If you need to completely withdraw from your classes during the semester after financial aid payment has been made, you may be required to return a portion of the federal financial aid awarded. Contact the Financial Aid Office for more information.
Parking fines can be paid at the BHC Police Department (Quad-Cities Campus, Building 3, Room 315 or East Campus, Building 3, Room 101) or in the Bursar’s Office at the Quad-Cities Campus in Building 1, Room 280 or in the Bursar’s Office at the East Campus in Building A, Room 100.
Parking tags for Quad-Cities Campus students can be purchased for $20 per semester in the Bursar’s Office (Quad-Cities Campus) in Building 1, Room 280 or the BHC Police Department in Building 3, Room 315. Parking tags are NOT required at the East Campus.
College store charges
Your books and supplies can be purchased at one of the college stores or online. The Hawk’s Hub (Quad-Cities Campus) is located in Building 1, Room 294. The East Campus Bookstore is located in Building A, Room 219 (second floor).
Late fees of $25 are added to all past due accounts. If you are on the deferred payment plan, you will also be subject to late fees after each late payment.
If you are entitled to a refund, the refunds are processed in the Bursar’s Office and will be made payable to the student. If you pay by credit card, the refund will be refunded to that card. When you owe the college money, it is our policy to deduct this amount from your tuition refund. These charges include past due tuition, fees, returned checks, fines or other obligations. Every attempt will be made to issue authorized refunds by the end of the fifth week of classes. It’s your responsibility to withdraw or drop your courses.
